Exit and Entry Permit Exception during Large Scale Social Restrictions Due to COVID-19

The Provincial Government of DKI Jakarta requires an Entry and Exit Permit (SIKM) for those traveling during the period of large-scale social restrictions (PSBB) through the Letter of the Regional Secretary of DKI Jakarta Province as the Daily Chair of the DKI Jakarta Provincial Task Force for the Acceleration of the Handling of COVID-19 No. 490/-079 dated June 5, 2020, to the Head of the Public Order Agency, Head of the Transportation Services, and Head of the DKI Jakarta Investment and One Stop Service Office.

According to the contents of the letter, there are a number of groups that are excluded from SIKM, where the three categories that are excluded from SIKM ownership are as follows:

  1. Prosecutors, and preliminary investigators/investigators/public prosecutors at the Corruption Eradication Commission (KPK) who carry out their duties as law enforcement officers
  2. Supervisors at the Financial and Development Supervisory Agency (BPKP) who carry out the government's internal supervision duties and
  3. Financial auditors at the State Audit Board (BPK) who carry out the duties of auditing the management of state finances

The letter stated that the three groups were given an exemption from SIKM ownership to carry out activities in and out of DKI Jakarta Province as long as they carried out official duties in accordance with laws and regulations.

Then on June 8, 2020, the Head of the DKI Jakarta Investment and One Stop Service Office, through Letter No. 4876/-072.2; Subject: SIKM Ownership Exception Based on Regional Secretary Letter No. 490/-079, added as follows:

"1. SIKM ownership exceptions include all elements within the Ministry of Law and Human Rights, the Constitutional Court, the Supreme Court, the Attorney General's Office, and the Corruption Eradication Commission (KPK)

2.    SIKM ownership exceptions referred to above also include lawyers, who are law enforcement partners of the Ministry of Law and Human Rights, the Constitutional Court, the Supreme Court and the Corruption Eradication Commission."
